URC Cambodia is an American NGO that provides support to the Ministry of Health in Cambodia to strengthen the Cambodian Health System. URC is leading the five-year Quality Health Services (QHS) Project that began in January 2014 and will continue through January 2019 and the Social Health Protection (SHP) Project that began in December 2013 and will continue through December 2018.

URC Cambodia is seeking qualified candidates for the positions of:

1. Quality Improvement Technical Officer (Midwife), based in Phnom Penh
2. Quality Improvement Technical Officer (Nurse), based in Phnom Penh, and Siem Reap
3. Quality Improvement Physician (MD), based in Phnom Penh, Kampong Cham, and Siem Reap

• Education and Experience:
  • Cambodian national
  • Secondary midwife or equivalent qualifications
  • At least 5 years of experience in clinical skills training/coaching and/or clinical work experience
  • Previous experience in health system strengthening and working closely with government counterparts at provincial, OD, HC and RH levels
  • Previous experience in curriculum development and with an international organization would be considered beneficial
  • Computer literacy (Ms. Word, Excel, Power Point, Internet, Email, able to type Khmer and English).
• Key Skills:
  • Excellent communication skills, both verbal and written, in Khmer and English
  • Strong clinical capacity building skills
  • Self-motivated and independent
  • Comfortable working in health centers. For those staff who will also work in hospitals, comfortable working in hospitals as well as health centers
  • Organized, efficient, and trustworthy
  • Strong interpersonal and team work skills
  • Willingness and ability to travel frequently to facilities in the provinces and in other provinces.

Key Responsibilities:

• Provide quality improvement coaching and support to HC staff according to identified needs and gaps. The focus will be on midwifery (obstetric care, newborn care and family planning), although strong skills in nursing processes more broadly will be considered an asset.
• Improve identification and management of emergency signs for obstetric and newborn complications, including stabilization and referrals management
• Assist in implementing infection control procedures, such as instrument cleaning, sterilizing, handing washing, ward and health center cleaning and other procedure as necessary
• Support participatory assessment of progress in improving competencies in reproductive, maternal, newborn, child health and nutrition (RMNCHN) care at facilities by nurses, medical assistants and midwives
• Provide input and expertise into the development of standardized modules for RMNCHN in-service trainings and coaching and care protocols
• Assist in coordination, planning and co-facilitation of regular OD meetings for Midwifery Coordination Alliance Teams (MCATs) from HCs and RHs, with OD and PHD staff
• Draft progress reports and site assessments for different activities
• Contribute to monthly, quarterly and annual work plans
• Assist with scheduling, planning and implementation of activities.

Additional Responsibilities:

• Provide other assistance as requested by supervisor
• Assist other QHS team activities when appropriate with agreement from team leader
• In addition, for staff who may also work in referral hospitals:
• Implement training, coaching, and follow up support in triage, emergency medicine and referral systems improvements under the Quality Health Services project.
