Introduction :

Project title: Child rights promotion through caregiver livelihood building project

KREDIT is one of the leading microfinance institutions (MFIs) in Cambodia. World Relief US established KREDIT in 1993 to provide financial services and primary health to Cambodia's poor women in the urban and rural. Since its transition to professional MFI in 2004,  KREDIT  has  shown  its  solid  growth  with  quality,  good  profit,  and  also  strong contribution  to  clients  and  community  development.  In late 2010, KREDIT got Micro Deposit Taking Institution (MDI) license from National Bank of Cambodia (NBC). 

As of Dec 2015, KREDIT is operating in 20 provinces and town of Cambodia through its 82 offices, handling with 92,919 borrowing accounts with a total loan outstanding of USD 128,574,585 million. There are 40.00% of all clients have engaged in a special program, namely Vulnerable Services Unit “VSU” which targets  to  poor  families  with  special  loan  condition:  Low  interest rate,  no  collateral,  village–based services plus many different types of training.

Job Requirement :
  • The purpose of the consultancy
    • The main purpose is to establish the project M&E framework and system, in line with KREDIT internal system and ERIK’s guidelines for M&E that will improve program quality ensures inclusive decision making, enable a learning process, and maximize transparency and accountability.
  • Overall Scopes And Responsibilities:
    • The consultant will be expected to carry out and deliver on the following responsibilities:
      • Comprehensive desk review of all relevant documents i.e. Project proposal, log frame, report and other related documents as deemed important.
      • Consultation/workshop: The consultant/team will interact with both staff and partners and others potential stakeholders on a sample basis. The team will hold discussion with the members to look at what people and stakeholders at different levels require and what the non-negotiables are to ensure.
      • Participation: The team will have to fully engage our poor clients (i.e. VSU clients) and children who as our core constituencies play the most significant role in the development process and hence be consulted on what change is required by people through project interventions as well as to identify indicators to measure the changes.
      • Provide technical guidance in the rollout of the comprehensive M&E framework.
Job Duties :
  • Qualification and Experience
    • Relevant academic background (Master’s Degree preferred).
    • Significant professional background in M&E with a minimum of 8 years’ experience in M&E
    • Extensive knowledge on Child Rights based program and Microfinance sector.
    • Previous experience in conducting similar work for international NGOs and MFIs will be preferred.
  • Knowledge and Skills
    • Excellent analytical, interpersonal, communication and reporting skills.
    • Excellent technical knowledge on social performance management in microfinance sector.
    • Should be competent to examine gender and child’s rights issues.
    • Mastery of written and spoken English.
